LOC grows worldwide SCR capability

LOC Group, the premier international marine and engineering consulting firm, is pleased to announce the appointment of Captain Chen Heming (pictured) to LOC China’s shipping team, further growing its Special Casualty Representative (SCR) capability.

Capt. Chen joins an existing worldwide team of SCRs at LOC, which includes Kevin Highfield and David Ireland, in the Americas and Vaughan Williams, Nicolas White and Jon Walker in Singapore. Captain Heming will be based in LOC Shanghai.

Captain Heming is a highly experienced Master Mariner, Salvage Master and Tow Master, with more than 30 years’ experience in the shipping industry. He has commanded many maritime rescue operations as Salvage Master. He is a recognised industry expert in offshore towing operations, specifically of large modules and structures, and has overseen numerous towing operations.

He contributed as a special expert in discussions and finalising of “Towage Guidelines of Towage at Sea 2011”, published by China Classification Society (CCS) and for “Technical Rules for Statutory Inspection of Maritime Towing 2011”, published by the Maritime Safety Administration.

Heming is also a recognised lecturer for China Pacific Insurance and Ministry of Transport.

This appointment will further build on LOC’s strong reputation and skillset in marine casualty and salvage operations, as well as the Group’s expansion and capabilities within the shipping industry.
